联合国气候变化框架公约下总共有六种非二氧化碳温室气体，可分为三大类：甲烷、氧化亚氮、含氟气体（包括氢氟碳化合物(HFCs)、全氟化碳(PFCs)、六氟化硫(SF6)和三氟化氮(NF3)）。其中，CH4和N20是自然界中本来就存在的成分，由于人类活动而增加，而含氟气体HFCs、PFCs、SF6和NF3则完全是人类活动的产物。非CO2温室气体（除甲烷外）的排放多与能源消费有直接关系，与工业化、城市化和农业现代化呈正相关，在全球增温中的作用不可忽略。
长期以来的中国应对气候变化政策的重心主要集中在CO2温室气体排放，而忽略了非CO2温室气体排放。但实际上，中国面临的非CO2温室气体排放压力正日益严峻，其控制必须纳入应对气候变化的总体战略之中。
